That's a mystery on its own. I'm suspecting there's internal problems with the developers, namely the one that created DRK has probably left the studio not long after Heavensward. Or so I heard.

It would explain the lack of direction, for one. Developers seem to be in a state of comfort where it's safer to avoid changing the job too much. I'm certain whoever designed this job doesn't exactly know the solution to all its problems.
