Sorry but it's really none of our business what other players are doing with their houses. That's between them and SE.
On topic, while, yes, people can do whatever they want with their houses, you must understand how infuriating it can be to want a house but not being able to and having to settle with an Apartment room, while someone who was lucky enough to get a house (and, make no mistake, it is luck based) barely use it.

No. Neither you, nor anyone else in this game has the right to say what anyone does with their house. That's it, there's no other argument to be made. If they aren't using it then it will be auto-demolished, otherwise they're using it in some form. You don't have to like how they use their house, but its still their house and none of your business how its being used.in a game where you have a infinite number of houses for everyone no, but in a game where you have a very limited number of it, yeah i think its everyone business to see if the houses are at least being used. Did you read some of the people? houses that on months didn't get decorated, this is unacceptable when there are people out there that would use it properly.
the problem is no 100% the player, SE need to see a way to fix this.
The only thing unacceptable here is people thinking they have the right to dictate how other people use a house.
I definitely understand and sympathize with those frustrated they're unable to get a house. I was there myself during 4.0 and 4.1 after I loss my first house to demolition and there was nothing available because the flippers controlled the wards.

But put the blame on SE where it belongs. Don't take it out on other players just because they choose to play differently from the way you want to play.

I don't really think you can blame it on SE either, they put up things with the best intensions and is now stuck on, not being able to boot people from their houses bought with RMT money and more, it is a terrible dilemma, but they need to plug the systems, so no third party tool or botting or whatever will be available and severe reduced, because it is in strong conflict with those people who can not use the same tools on PS4/5, whic create an unfair advantage and people doing such alone is strictly violating the ToS by doing so.I definitely understand and sympathize with those frustrated they're unable to get a house. Sometimes best intentions don't work and changes need to be made. It's been apparent since the start of Stormblood that the ward system will not work long term. Each surge of new players strains the system that much farther, especially when SE is reluctant to add more wards because of population disparities between worlds and regions. A system is needed that can flex the supply at the world level as needed instead of behaving as if every world has the same population. I am sure ppl thought my house was barren for awhile, but that is because I had to lock the doors and take everything out of my yard to get rid of the fc in the small house across the road who used to like to use my large house as a place to do all their very very annoying rp, which eventually led to them erping in my house, which was the final straw. I knew some ppl who spent every last gil to buy a home and just didn't have anything extra to furnish it, so it sat empty for a long time until they were able to afford to fix it up. And some ppl buy up small homes and do not put any work into them because they are waiting for a large home to open up so they can transfer.
So you never really know why someone does something, but you can spend all day getting angry for the reasons you made up in your head which is, frankly, quite a waste of time and energy imo.
I say this again and again and again when it comes to housing... We need to stop our infighting and start putting more pressure on SE.
