I have been playing a few years and NRVER heard a player do a neener-neener I have one and you don't nor have I ever stated anything like that. IMO, you are just blowing hot air and attempting to stir the pot, have a good one, done with you lol..Yeah the house is yours and you can do wharever you want with it, but in a game where you have a limited number of houses we should complain whem people don't use their at all.
go buy yourself a apartment, if you don't put anything in at all you aren't taking that spot from someone, but in houses? yes you are taking a space that could be used by a player or FC.
or you think that: '' oh you want a house to hang out with friends, make a comfy place to stay sometimes, a FC or a roleplaying place? too bad i own it and even though i don't use it i need to have so i can say i own one and you don't "

A small plot near me (I'm at Shirogane plot 28, a medium) has been playing musical tenants off and on for a few months now. First it went to an FC. Then it went to an individual who beat another FC who were all spamming the placard. After that I think it went to another FC that appears to just be a shell of sorts where the yard has been barren since, aside from an aetheryte and a target dummy. And even those took a few weeks to appear. As to what the inside consists of...no idea. It is always locked. I've never even seen anyone in or around the plot itself. Wouldn't surprise me to see it go back up for sale again soon. Not sure what it is about that plot recently. lol If it were real life I would assume the place is haunted.A few weeks ago I saw one of my favorite small plots taken by a bot. The bot was still clicking the placard hours after they bought the plot. Now weeks later, the house is still locked and the garden is completely empty. To me, this is the worst case of "badly using", imagine cheating to get a plot and then just abandon it. Yikes. My only hope is that the plot is untouched because they got banned after I reported them, lol.

If that is your point, and not just coming here and asking us "what do you think about it?" I feel the appropriate place would be to complain directly TO the people you feel are using the houses badly.
(Not that I am encouraging we harass anyone. Please let's not go there.)
Every single personal house is not being used properly for the simple reason that it doesn't allow you to access FC-only perks.

Tbch some of those ppl Could be playing the xfer to upgrade game in which case it’s completely dumb to refurnish something that’s not your dream crib.
Some may be waiting on funds to decorate.
Some could be waiting on a pro decorator to pimp their house.
List goes on. Plus it is none on your business what they do with their purchases.
There is no such thing as "proper use". There is only use or lack of use. The game sets no expectations for what a player does with their house, and the only requirement is that they enter it at least once every 45 days to reset the demo timer.
Does lack of use drive me nuts? Yes, it does. I know a couple of players who have bought houses and then ignored them. I ask them why they have the house if they aren't using it and the response is generally along the lines of "I plan to do something with it some day, just not yet, but at least I'll have one when I'm finally ready". I point out that there are other players who want a house that they would be actively using and can't get one. Their response is that it doesn't change their own wish to own a house and they can't control how SE designs the game so others can't get a house.
In the end the lack of houses is something that SE has to answer for, not other players. Let's direct our attention at SE, not at each other.
Also, lack of decoration does not mean the house is not getting used, especially if it is a FC house. Players buy FC houses solely for the workshop access on a frequent basis. Someone may like to use an empty house as a /gpose studio for getting screenshots of certain animations without distracting objects or scenery in the background. Unless you have camped yourself at their house 24 hours a day, you honestly cannot say whether or not it is getting used (and if you are camping it, why are you so obsessed you've turned yourself into a stalker?).

Did you read some of the people? houses that on months didn't get decorated, this is unacceptable when there are people out there that would use it properly.

2. no i am not camping houses i have other things to do, but as i said i spend quite some time on my fc house with the members, and sometimes we talk to some of our neighbours and some of them point a house that no one ever see someone inside in like months.
