I'm a bit confused as to what I'm suppose to do now. I think I'm to high a level to do the quests in the other city's and can't seem to go anywhere else.

Don't do the level 1 sort of quests on your level 20 character. Save those for when you pick up another job and want to get a few levels up before you venture out to start slaying ladybugs.

Check your "current main scenario quest" HUD display if you need to know where to go next.
