And they've had players constantly targetting the same quest or hunt log targets as them on purpose, which personally I never experienced myself.

Probably because those other players are doing the same quests or have the same targets on their hunting log.

I've run into myself on a new character I'm leveling. It's not a problem. Once the player has what they need for their quest or hunting log, they move on and there are usually enough creatures you're not stuck waiting (GC hunting log entries being an occasional exception).

It was only down for about half a day or so and it put you on a waiting list. Also you couldn't buy PS4 codes either, according to Kotaku :P
