Where do I exchange Castcadier Uniform Voucher? NO website has any answer

The Master of Rolls has an item I can exchange achievement certificates for called Cascadier Uniform Voucher but I cannot find any place to exchange these for the outfits.

I Googled 'Castcadier Uniform Voucher' and a few websites about the item came up, but none of them actually say where to exchange them. There were literally only three results with details of the item and the rest of the results were spammy/dodgy/scam results.

Almost all these spammy, dodgy, and scam results had titles like "where do I exchange the Castcadier Uniform Voucher" but all of those either just told about the item but gave no instructions on how to exchange these, wanted you to install some malware program, or want me to log in with my Square Enix account to buy it from them.

No website with that title was legitimate. There is not even any forum posts results or Reddit posts results in Google regarding where to exchange these.

There seems to be absolutely no information on how to exchange the Castcadier Uniform Voucher anywhere on the internet.

I am obviously missing something very obvious regarding these vouchers as it seems that nobody else has ever asked this.

Unless all the legitimate results are being filtered out on Google. Just like when I Googled "Dawon of the Younger" and Google said 'Your Search "Dawon of the Younger" did not match any documents' when there is an entire wiki of Dawon of the Younger that someone on Facebook kindly linked me to.

I have completed Shadowbringers MSQ so I highly doubt it is a quest.
