When you say you're not gaining EXP any more, exactly what content are you doing to try and gain EXP? Are you just running dungeons and quitting without completing them? SE changed it that in dungeons now you do not get individual EXP for each enemy defeated, but only as a lump sum of EXP upon defeating the dungeon's final boss, so if you quit the dungeon without finishing it you won't get any EXP from it.
The only other thing I can think of is did you happen to preorder the Shadowbringers expansion back in the day and registered the peorder code for it, played it a bit during early access, and then left without entering the actual SHB code once it became available?
The reason I ask is once the early access ended registering the SHB code was required to continue levelling beyond level 70 and gaining EXP in - if you had levelled beyond that once the early access ended it would 'lock' your EXP bar and you could no longer gain EXP beyond 70 until you registered the SHB code (preorder code and the code for an expansion pack are actually seperate codes, one gives you early access to it, usually a few days before it launches proper, and the other is the actual code for the expansion).
If you purchased SHB you should have a code for it sent to you from SE that you have to register on the Mogstation. If you lost this code, the other thing is to buy the most recent expansion (Endwalker), as that unlocks access to all previous expansions at the same time, which would solve that problem.
Other than that, if your expansions are all registered you should be able to gain EXP in content, even if you do low level content you'll still always get EXP from it.
One final possibility: are you possibly doing Supply missions at your Grand Company headquarters (where you trade requested items to the NPC?)? That catches people out as you do gain EXP, but only towards Disciples of the Hand and Land (crafter and gathering classes respectively) - that EXP does not go towards battle classes. The catch of this is you do not have to currently be any of those crafter or gatherer classes at the time when you trade the items to get EXP, it's rewarded automatically, so you could be a battle class and get that EXP. but because you're not a crafter or gatherer, the EXP bar indeed doesn't seem to do anything. Check your character sheet and the classes and Jobs tab and see if you've gained EXP in Disciples of the Hand and Land that you weren't expecting.
