FFXIV not using CPU's Turbo Boost

All cores active will sit at 2.9Ghz

That's the nature of non K CPU, Intel 10700. You might have to overclock the motherboard Bus Frequency to get some Ghz up due this CPU is locked frequency.

This is why the 10700K is much more expensive.
