Not a bug.

The Black Shroud is all of the Shroud zones plus Gridania and the Lavender Beds residential zone.

So, Adalberta is correct with her statement.
Buscarron's Scar is in the Black Shroud, but more specifically in the South Shroud zone of the Black Shroud.

It is like saying Disney World in the Florida, but more specifically in Central Florida.

The Black Shroud is not listed in the teleport menu, and this NPC prompt could be seen by some players as unnecessarily confusing.

The reason it struck me immediately as odd when reading it is because I had just not two minutes before receiving this quest been in Buscarron's Scar leveling on Silver Ore to get to 30; I knew that I had to teleport to South Shroud to get there.

This contrast has further context considering that when a player finds the item in their gathering log, when they click on it to show the map, it takes the player directly to the South Shroud map.

Is it an intentional design choice to motivate new players to search the all of the maps pertaining to the area to find Buscarron's Scar as a part of the quest, or is the purpose of the quest to get them to their destination and have them focused on the quest goals?

I now recognize the position that it's not a technical bug, but it still seems to me to be a design bug.
