I'm not sure why you've fixated on this, but it's just not feasible and not something SE is likely to do. Apartments are instanced housing meant to placate people who cannot get housing, or access to FC rooms. They're not meant to be demolished and are quite plentiful even on high population servers. Charging rent for housing, that would probably be more reasonable but still, not something SE is likely to do.
