It’s working as intended, each sun progressively costs more.

You have 3 in valor, for rank 1 and 2 it costs one proof, and rank 3 costs 2.
Rank 1 in fortitude for 1 proof, and rank 1 in succor for 1 proof, so you’ve spent 6 proofs total.

In total, you need to grind out 30 Proofs of Mettle if you want 10 stacks of Valor.

That means you need to grind 20,000,000 mettle 10 times, or 200,000,000 mettle total. The first 20,000,000 is probably already done by the time you unlock it from spending so much time reaching Dalriada.
