    Welcome to the game! Duties really aren't the place that conversations will get started, since everyone is busy doing their rotations and progressing through the instance. So taking time to talk could mean you eat a mechanic or don't heal someone. Sometimes there are the rare chatty groups (especially if someone says they're playing drunk, those are a hoot) but it's not common.

    You will find the social aspect more in a good FC, linkshell, or just by talking in chat in cities.
