They're used by those who want information beyond what little the game itself provides and which they can actually play around and experiment with in real time, usually so they can learn from it. No more, no less.
No one likes being stuck in a party with someone like your example, but an “official” parser isn’t going to fix that scenario. it would show players that their damage is bad and that they'd need to improve it, it'd show arrogant players that boast about their insane damage - while they're doing less than the two healers - that they're in fact dragging everyone else down and hopefully make them rethink their behaviour and get them to improve their performance
A parser won’t teach you how to play better, and I’m not sure why people think that the people who can’t figure out how to play their job, would somehow be able to figure out how to use the data to improve the job they can’t figure out.
I don’t buy into the theory that people don’t want to learn to play optimally, I think a lot of it has to do with the approach people take with them.
I’ll rephrase, because I understand what your saying here, I personally don’t find higher tier content (that which I’ve done) hard, and don’t feel that the things I haven’t done would be hard for me.
For me it is a matter of time. Personally I’d like to see duty finder used for higher tier content.
With some more robust filtering (expanding on what they have on the high end tab) to get people in the type of group they need. Most days Party Finder is a mess, and more of a hassle than it’s worth.
Some people would want to learn to play when they learn they are sub par. Some don't. An official parser would help both. It is a tool that people that is obsessed with efficiency use to know who is exactly not doing something that they should be doing.
If used correctly, you can probably learn what other people is doing and improve your performance. But it is not mandatory or very useful if you don't know your job, though.
