I think EW role quests were likely planned to be bigger and more involved in the overall story but had to be scaled down due to lack of time or ressources etc. Seeing how, for example, we catch a glimpse of Sigurdu and X'Rhun before those those questlines become available, I think they were supposed to make an appearance in those, regardless of your role (maybe something like "pick which city state you will go help") and in the end, after scaling it down they decided to tack on the role restriction to them, to encourage people levelling up all roles.

So while those questlines, by themselves, aren't bad (the ishgard and limsa one are rather good actually) they have nothing to do with our job or role.

If you had read the previous comments, you'd know I never said I want job quests to still be there as such, since theyré too many.
But exchanging them for generic side-stories that have nothing to do with your role is also not a solution. ShB at least kept them role-related, and at 80 you'd get a single quest related to your job. Sadly not marked as job quest, so easy to miss.

Additionally, even the role quests are too many, they're more than the usual job ones. 5 per expansion and 1 per level is kinda too much to keep up with. Sure, they're per role so you don't do them on all classes, but most people don't level all classes, and in any case you'll end up doing them all at once on that class. I'd be happier with one single quest per class instead of 5 unrelated quests per job, and it's less quests overall too.

Speaking of development resources, I'm starting to fall heavily on the side of the critics on lack of voice acting this time around. Making 5 higher production value quests instead of 20 is fine on paper, but it has just felt more rushed than ever. Characters that were incredibly important a patch ago (and others that were still voiced in EW itself) having their big conclusions presented like this just makes it feel so much more jarring.

I don't know why they couldn't wait until 6.X or 7.0 to tie up those loose ends if voicing them here was out of the question. They already take backsied the whole idea of a clean slate right at the end anyway.

After doing endwalker role quests, I agree with bringing back job quests. Endwalker quests was nice to see but what did they have to do with my job? The healer quests was great. Great to see my waifu come back and get more backstory to her but again what does it have to do with a healer job? I heal 4 people in total and help kill 1 monster? I could’ve been a melee and the quest wouldn’t change so what was the point of being a healer for it? The melee quests was just me being a “commander”. What does it have to do with being a melee if they showcase a range user being more helpful then me as a melee?
If really just feels like they inserted these just to avoid the job quests when these should’ve just been major side quests anyone could’ve completed.

Did they ever promise us the idea of a blank slate, or just the conclusion of Hydaelyn and Zodiark?

I feel like people lept too hard at the idea of a total reset and expected the entire current cast to be retired or something.

The entirety of the marketing for the expansion, hyping up the "final chapter" in-game since 5.3, wasting a big portion of the end game going over what the Scions were planning to do with their lives after retiring when they didn't.

They did say it's a completely new story with completely new characters, so it makes sense people expect a clean slate.

"Wasting a big portion of the endgame"? You mean the nice calm-before-the-storm moments in Sharlayan or talking with them at the ending? As far as I can recall, the sorts of things they talked about hoping to do in the first instance is what they're getting on with individually now that the Scions have publicly claimed to have disbanded.

Anyway, Yoshida also compared it in interviews to the end of Season 1, not a complete break in the story. You don't generally abandon everything but the protagonist between seasons; you just wrap up the big ongoing plotline while perhaps introducing new story threads to follow up later.

I have no memory of them saying this in particular.

Until they care enough to hire competent writers, such as the same writers responsible for the MSQ, to do them (it's no surprise the only good job stories were written by the lead writer for ShB and Endwalker), then they may as well stay gone.

I'm okay with them not spending dev time on individual job quest lines.
Do a few less side quests, and make the job quests imo.
