To play devil's advocate, most (successful) companies operate with the expectation that their products will generate sufficient revenue and thus (hopefully) profit to fund other projects, as well as entice shareholders to invest in them. But the caveat to that is that the quality needs to be at a level acceptable to consumers and there's only so much the story can carry SHB.

They say their major constraint is labour rather than money-related, but I'm not really 100% convinced on that one. It may make sense with regard to very niche skillsets, where it is genuinely very hard to source the skills they need in Japan (I believe the one they keep mentioning is MMO raid combat design), but not everything they're struggling with is niche. My guess is it's down to how much SE's senior management is willing to allow the game to retain at any given point and I think SHB has proven to them the game deserves more funding, hence all these projects Yoshi has spoken of to ensure it remains competitive for its projected lifespan. Certainly, the tone was a lot more upbeat during this Fanfest and the game's future prospects.
