This fish is just really that bad. It is not a bug or technical issue. It took me almost 2 years before I finally caught it and I have been to countless windows.
At the end of every expansion they put 6 really, really hard to catch fish into the game. Ruby Dragon is one of them. So it is not a bug, it is designed to be almost impossible to catch him.
As someone who is still fighting to get Cornelia from Proud Creek... yeah, some fish just have an abysmal bite/catch rate.
Worst time was when I DID get a bite 4 times in a row, but she got away each time, and ate the damn lure the last time to boot.
I only just caught Cheribenet the other day and have been trying since late Heavensward. We all have our white whales.
It was moved to closed concerns because OP never followed up after a month and a half. They said exactly why.Then why did the original post got moved to "closed concerns" in the technical section rather then the "not a bug" section?
And if its just format, why send it to general discussion instead of the bug section?
If its your case deflection strategy to discourage users from filing reports because its not the right category, its not very serious.
As others have said, it's just a matter of RNG.
You'll find that some big fish will be surprisingly easy to catch and others will be near impossible by comparison - especially since you can wait a long time just for the weather window to line up so there's an opportunity to catch them in the first place. Personally I think the catch rate could stand to be improved somewhat. At least for some of the older big fish.

This is the issue with rng. Even if an item is 1% chance, in the same way that some players will get it first try, statistically with the number of players MMO's tend to have someone is going to hit the extreme bad luck side of that too and spend a few thousand attempts.
It's why many games nowadays have adopted pity timers once you've gone well above the average, because being that person who spends 20 times the average grind for zero reward isn't fun. It can kill a players interest in that game, which is bad business. For some reason MMO's have been slow to pick up on this.
"It's the way it is" doesn't make it a great system.
