Steps:
1. Killing Red Legion Scorpions to spawn "For Absent Friends" which is a pre-fate to get "Steel & Flame" to spawn
2. Neither spawn the entire instance time, find new instance
3. Repeat, still won't spawn

To get the skirmish "Of Steel & Flame" to spawn, you have to complete it's pre-requisite which is "For Absent friends" by killing Flame Legion Scorpions. There is always a dedicated few who just kill the scorpions until the skirmish spawns but over 3 instances, until a few minutes left in each- neither skirmish has spawned. There is already an extremely low chance at getting a field note from both of these skirmishes- now, neither will spawn even while killing hundreds of red scorpions.
