Indeed it does... the problem is that the rotations in xiv have very little horizontal depth. They are only a single vertical threshold where usually there are 2 playstyles:
a) Keep up with X, Y, Z while not dropping your rotation
or
b) Shove in the max. amount of action inside X window

in both of these options the only thing that 'tests' you is basically your attention span, and how can you cope with a cemented rotation while avoiding encounter telegraphs. This, like you said, gets stale fast, because everything is heavily scripted... from the encounter to how you're supposed to play your job.

To be honest, I dunno if they ever hinted on straying away from this formula. I feel that's about one of the very few upper hands that WoW has over XIV, which is class playstyle being more diverse and encounter mechanics being more interesting... too interesting sometimes to the point of almost chaotic. The good side, on XIV's note, is that it's much easier to balance.
