They seem to be ahead in a lot of problem solving areas. I think there should also be a ceiling on the percent of enemy HP that can be reduced per second so a boss can never go from 100% to 0% in less than ten seconds no matter how buffed you are.
World Quests were added to WoW in Legion (2016) while the FATE system was built in 2013. Blizzard had 3 years of strength/weakness observation time. PSO2:NGS is coming out next Wednesday and its CBT had their open world and trial (the FATE equivalent) Bosses automatically scaling their HP based on number of players in zone (which capped at 8 or 32 based on zone). The mistakes of competitors are good lessons to attentive devs.
