I believe Skirmishes are tuned both to your aggro and damage contribution not simply the former. I've been able to get mostly gold if I immediately spam Inner Chaos or IR even with Storm's Eye up. Could also be Valor ranks are causing a problem since we likely have several rank 8-10 players who are scaled much higher.

Great point to bring up, the honor system might be heavily contributing to this. As a temporary fix the community should start to highly advertise themselves as rank 2-10 dps valor/honor players so people invite them or so that people join them for skirmishes. Definitely something the community needs to keep in mind and advertise/understand.
