That was stated before the game was confirmed to be set for additional expansions. Yoshi-P has since spoken up to state that it is no longer an impossibility.

Besides, even when a business claims that they're not going to do something it need not mean that circumstances cannot change or demand can grow for the position to be reversed. It's precisely how many of the game's additions over the years have come to be.

They said - recently - that they didn't think they could add new races beyond the original Viera/Hrothgar. They've been pushed to effectively add one more race beyond that by adding the alternate genders.

Admittedly that doesn't necessarily rule out new races using the exact same body models as existing ones, but they certainly haven't only said "no more races" before changing it because they were planning additional expansions.

If anything, I suspect they were holding their "one last manageable race" in reserve for a future expansion but have since concluded they have no choice but to use it for completing Viera and Hrothgar ASAP.
