Should you use an essence? Yes, they are very easy to obtain.

No one is asking to pull out the purple parses and do some super duper dps but given that its 40%-80% boost, this is really the least you can do.

And no. there is no mechanism to enforce their use; some players will inevitably forget or just to be an obstinate or contrarian troll and refuse to use them. Some people are just gonna be bad and that's the fact of life using the duty finder.
