In general you should trust your clerics enough to never use it just because you're getting low, but man Clemency is a fantastic tool to use when raiding. Especially during prog the fight can sometimes just fall apart, Clemency is a way to help take care of yourself (or another key team member) when your clerics are overwhelmed to help ensure the run doesn't go under. There have been a fair number of times as DRK where the clerics were hard rezzing or had no cooldowns/MP or whatever, so I drop, my death is the final straw and it totally sinks the run, and I've thought "if only I had clemency to heal myself."
Heck, because of this, in some raid tiers I've play PLD as my prog tank, and then later swap another after learning the fight.

Beyond that, it's really kinda just a tool for soloing or cheesy party comps.

Clemency does give you security in certain dungeons with big pulls, because if the healer struggles then clemency means you don't need to rely on them, but it is overall rare that a healer cannot handle them if you mitigate and avoid AoE well. I realised from playing the other tanks sometimes that it just didn't matter that I didn't have clemency or Hallowed Ground.

Some examples of dungeons that either have big pulls that still or previously benefit from clemency with certain healers:
Ala Mhigo (healers frequently still in leveling gear)
    Kugane Castle (last pull)
The Drowned City of Skalla (pull before second boss, easier now it's not current)
    The Burn

Most dungeons don't hurt enough but these are a few examples I've found it useful in multiple times.

I used to be a healer main, sometimes I would screw up. When tanks covered for that it was lovely.

If you need to clemency, do it. But spamming it to be BM a healer is kinda low.

As a WHM main, I don’t really care if a PLD uses Clemency. Like getting annoyerd when a RDM uses VerCure and VerRaise. That’s dumb

Clemency under normal, proper circumstances should never be used, and if you are having to use it something has gone terribly wrong.

Clemency should usually be only used in emergency situations.

In a static setting, usually if: one or more healers die, helping prog through high raid/tank damage while healers are still working things out, healers underestimating their heals and clemency would cover otherwise lethal damage (it happens and it's just part of the process for any healer trying to optimize their damage and healing and testing limits, as long as you point out clemency was used so it can be avoided in the future)

In a pf/df setting, really the same except people might get mad at you in the same way rescue does. But imo better safe than sorry.

Clemency under rescuecat is a disgustingly op heal that'll make healers envious of its potency, but it should never be worked into your regular rotation. Unlike other tank's heals that can be used regularly as off GCDs, clemency is not only a GCD but it also consumes mp which you should be saving for rescuecat. Clemency under rescuecat shoud only be used as a last resort because that is pld's burst window.

I don't like Clemency because it makes SCHs cry.
Please, be nice to your SCH, they've got it rough as it is.

Jokes aside, I don't like seeing it cast even if the healer is bad. I'm of the mindset that using it to make up for a bad healer gives said healer a pass, allowing them to squeeze by in content they're not ready to heal. So instead of them being held back and forced to learn how to play their role or get more appropriate gear they continue to slide by up to level 80, where they continue to do things like not dps, cure bot, or spam Cure I because they were never forced to learn to play. I'm seeing an increasingly large number of players asking their tanks at level 80 to use Clemency in level 80 content, and that shouldn't be happening.

I think it's fine if it's a new player or someone learning the ropes of their class provided you're trying to help teach them while casting the Clemency. But all too often I see people just silently using it and letting sub-par healers eke on by without any challenges whatsoever.

If a healer is new or is trying and open to advice but failing, use it and try to help them. If a healer is letting people die but doing little/nothing to remedy the situation or is belligerent to advice, kick them and get a new healer. Don't let people use Clemency as a crutch.

The use cases for Clemency are so narrow that you should never think to use it in normal content, outside of soloing.

It IS marginally used in HIGHLY OPTIMIZED Savage Content. IE: It is more DPS-efficient for the Paladin to use one Clemency over a GCD heal of specifically an Astro or a Scholar, but not a white mage because using a Lily is DPS neutral (or DPS positive if blood lily hits the almighty crit).

Otherwise, just stuff it on your Cross Hotbar to use if the healer dies in dungeons or something. Clemency is never optimal unless stuff is already going down the toilet.

I'll whip out clemency and hit anybody below half if I see a healer HARDCASTING revive. If I can healer gets a cover too.
That's my sign that things have gone over the line, and it's time to sacrifice DPS for survivability.

    ....

I'm also bad enough at the game that I'll clemancy myself if I get scared at 25%.

(The first is probably right, the second probably isn't)
