On a technical level it wouldn't. A mature server by itself isn't bringing any content to the game that would force a re-classification by the ESRB/etc (as anything it does bring would be purely player-interaction related, which isn't rated by the ESRB), which only rates the actual game-dev content of the game. Hence the little disclaimer of 'online interactions not rated by the ESRB' they tag on to online games.

Mollusk's reasoning would be far more accurate here, where trying to explain why a server with the tag of 'mature' exists would be a PR nightmare, or trying to explain that 'mature' means much more than just adults rubbing against each other.

To be clear - they already do it when it's needed. The game is rated as 18+ in Russia because of allowed same sex marriages, for instance - they changed the age rating for us specifically, because the game got removed from PSN after Eternal Bonding release. For this reason when somebody told me that FF14 is 12+, I was confused because "uh... it clearly shows it's 18+ in my store???" as I didn't know that the change was local at first.



That said, I still can't seem them adding a server that is specifically stated as mature, though it's probably not entirely impossible. Thing is, when we keep in mind that "Mature" means things more like swearing and depictions of violence, the main obstacle is Duty Finder: the person playing on M-rated server, at one hand, has his full right to swear in a dungeon, but could he still do it when paired with people from other servers? What actions should apply GMs when people would get reported for using strong words? There's quite a handful of different nuances.
