Underclocking and the linked fixes seem to have had no effect (and it seems my GPU wasn't overclocked or has any overheating issues). Doing a Clean Boot had no effect either.

I'll have a go at a full Factory Reset soon and wipe all files. I assume if that fails it indicates that it's my laptop itself that is breaking down and the only option is a new one?
Yeah, at that point. If it were any other time I’d recommend trying to salvage it by replacing the GPU with an older but cheaper model (IE I’m using a 1050ti which NORMALLY is about $150) but the prices of GPUs arent worth trying and failing, right now, and would probably cost the same OR MORE as replacing with a new gaming laptop.
