Just like most things in this game, there are 2 ways to get the item:

1) Skill, guaranteed drop
2) RNG from Skirmish/CE, low drop rate

One is skill (think: savage raiding)
One is time skin (think: tome gear/relic grind)

Zadnor has been out for 1 week, you'll get the things eventually, just keep at it doing the grind while getting mettle for rays, and try to prog duels.
