Server Transfer Issue

Hello,

Need some clarification on this: At the time of me writing this post, I was wanting to Transfer from a server that was not allowing character creation, to a server that was allowing character creation. Now from what I am reading. This applies as congested correct, which in turn also means that the transfer should be free?

When I tried transferring my character on the lodestone, it wanted to charge me for transferring, but as stated above, the server I was on was marked as congested/not allowing new characters to be created.

No, congested servers will say they are congested.
