I don’t think it’s a coincidence they did it at the end of both previous expansions, and then with this expansion where many things have been rushed we didn’t get one, amongst many other things we’ve missed out on.
Why is it even an expectation though? The first time it was planned all the scions were getting a makeover. The second time was random and no one was expecting it she just kinda says "I got you some clothes."
Also we didn't miss out on anything expect an ultimate.
