A while back, I made a response to a topic similar to this, so instead of simply rephrasing the stuff I've already said, I might as well just copy+paste the original message.
I've been wondering about this a lot myself.
I played the game way back in 2013, and have followed it since the days of 1.0, and I can say for absolute certain that dev/rep communication used to be miles ahead of what it is now. The forums feel like a lawless wasteland at this point.
Honestly, I'd even be okay with the reps just popping in to reaffirmed us "we're constantly reading and gauging player reactions, so keep posting even if we don't respond directly" but even that seems like a far-off dream at this point.
No reward is worth suffering through content you feel is bad. The worst thing the playerbase can do to itself is force-complete the content it hates. It leaves the false impression that despite complaints, players are generally satisfied with the content and it's okay to make more like it. If players stop working on the content even with rewards incomplete (like Pagos when it first came out), it will send a clear sign that changes need to be made.
