Ifrit Fist:-
131 / 3.3 = 39.69 DPS

Moogle Fist:-
123 / 3.1 = 39.67 DPS

This isn't taking in to account the extra wind damage.

The base damage on the weapons is lower than the Ifrit weapons, and considering he followed his title with the first sentence being "but they have lower delay", it can be inferred by context that what he meant was the base damage is lower.
