Does anyone know the details about Oceanic Server yet? Like, when will it open, will it be free transfer 'only' for the Oceanic countries, how many worlds will be available, etc.

Not yet, but based on previous data center reshuffles we can assume:
- New Servers. Perhaps 2-4 new servers to go with 2-4 moved over from JP/US. I would expect maybe Tonberry and Kujata get moved to OCE, and then 4 new servers get added too. Giving OCE 6 servers in total. That might be a tad optimistic, so it could be that only 2 additional servers are added for 4 total.
- Free Transfers. Anyone transferring to one of the OCE servers, or transferring from any servers that get moved to the OCE center, will get those transfers for free. They will also get a full refund of their house if they have one, and there will be no limit on how much gil they can transfer with.
It's going to be interesting to see how many servers they add even to existing data centers and whether or not they'll do a server reshuffle like they did before. With Data Center travel coming it will at least allow people to visit friends if they are reshuffled. The did mention additional restrictions to what can be done with data center travel though.
Light and Chaos have 6 servers each so it'll be interesting to see if they create 6 new server or simply reshuffle some servers to the new one and add some more.
I expect with how complicated they said data center travel would be, that we will have to log in to a data center to start with, and then you're stuck on that data center until you log out and change it. That wouldn't be that prohibitive, but you wouldn't be able to chat to people on different DCs at the same time.
But who knows, maybe they work something out.

For the DC itself, maybe Astral, Umbral or Eikon?
For new servers, I've seen Echidna suggested, which would be pretty fitting. Vrtra/Azdaja would be kinda cool too.

Yeah it's definitely going to be harder but logging out switching dc's and logging back in isn't that big a deal I do that continually with my alts. I belong to numerous discords for hunts and I'll jump a DC frequently when I'm in capping mode for my alts. It really doesn't take that much time. I have no idea what the names should be though and how they might reshuffle or perhaps that isn't going to happen a reshuffle that is. Are there any other servers that are regarded as a de facto home for Oceania players? I really don't know. Juggling servers in North America didn't affect people other than being stuck on another DC. Balmung and Mateus for example were part of Aether before the move to Crystal. Be potentially upsetting to those in the EU or NA or possibly even Japan to simply be moved to another DC cause it will displace them from friends they currently have.
Data Center travel too will have more restrictions so that may affect what people can do with friends if they're forced to have to DC travel to see them.
Japan is probably the closest to Australia so yeah maybe they'll move some Japan servers there to fill out the new server. Seems to me they are going to need to make a few new ones but also have some which are already populated.

It's not only JP there, the whole lot of Asia population are in Tonberry as well.
I really doubt they'll move any servers. That wouldn't be very good for non-Oceanic players on those servers, especially those with free companies or houses. It's more likely they'll offer free transfers to new servers.
