Why isn’t the third party software ban enforced?

I don't know about that dot things. I guess you are talking about the big visible square (depending how it set up) with a countdown to tell you when your dot is about to fall off.
I fail to understand how it's cheating or helping your rotation. It's only another way and more visibly way to track your own dot.
In WoW, Blizzard game, you can do that directly ig with macro I think? Is that cheating to add more visual effect to help you track something that is maybe tiny or you'll otherwise need to make the boss health bar to big just to track it? I think not.
Is that really unfair ? Definitly not.
Should they ban someone for using something like that because they like another way to track something you can already see yourself but better for they ? No.

About the next move of the boss. That really help a lot compare to someone not using it AND playing solo in pf without vocal. But it's not different from having a raid leader saying what's the next mech and what you have to do depending how the call is done. It's literally the same to me. It's not even up to date until next week after release or even later I guess since it's something that have to be added by people doing the fight first. If you are clearing raid week1 it's mostly useless, barely better than a post it on your screen.

It's helping a lot for new people doing it way later and don't even know what they are doing. That way it is "cheating" or simply skipping the learning part. You don't learn anything like that or recognize similar mech on later bosses when they happen but hey, whatever.


About why they don't do anything about it. Not even blizzard is doing it or anyone else.
Blizzard do it for fps games, not wow. Because it's a bot playing and you can detect it without having to scan the player pc.
Some chinese company have anticheat that scan before you even log in, and it often detect stuff that are false positive like program that can modify your ram but are pro program, not usually use to cheat. It's not working properly, they can't detect new program until they are aware of it, it's illegal in some countries.
