Just a quick thought, with today's tech and cloud etc.

Given that ping only matters for high-end raids, it would be best to keep the existing servers as is - so not to break existing/established communities. WoW SEA severs broke up my guild and many others since half wanted to stay the other half wanted to move.

So, can we not expand on the queue language feature that the game already have where are you grouped with players of the same client language? Update it to allow for players to choose which regional raid instance servers they wanted to queue for?

For example:

A group of static made of oceanic players choose to queue, they will open the duty finder and click on the Oceanic region then queue for a raid instance server in Oceanic.

A single player wanted to queue for savage will do be able to select the region they want to queue for.

This way, you keep the existing communities and allow teams to queue for a low latency raid instance for progression.
