When you cast a spell, about 0.5secds towards the end of the cast, the server tells your client that you have the dualcast buff. Then your client, seeing the dualcast buff, will make the next spell you cast instant.

What is happening however is that because of a lag issue (which can be anywhere between your computer and the server), your client has not received the dualcast buff notification and so it thinks you don't have it, and it starts the next cast as a long cast because of this. You'll then notice dualcast pops up AFTER you've started the second cast.

This is not a bug they can fix--the reason for the lag can be router traffic, your ISP, some chuckhound in between you and SE, they can't do a thing about this.
