They did very explicitly say this in the fanfest stream.
If you didn't reveal the product key, you can try contacting store support (not FFXIV tech support) for a refund. But even then I don't know if they will.
If you did reveal the key the best you can to is maybe try to sell or trade it for to someone with the opposite problem.

I watched that whole thing, didn't remember them mentioning it once? In all honesty, this method is something I haven't encountered with an MMO before. Been an avid MMO player since I was about 13 and no MMO has given me as much purchasing problems as FF14 I swear. As for a refund, you should be able to get one until you reveal the registration code. After that, it explicitly tells you that it's non-refundable.
