    OK, it looks like I found a solution.

    If Midnight Dew says you something about "seedkin" you should complete Saint Mocianne Arboretum (Hard) or abandon this quest "Secret of the Ooze".

    This worked for me, I had finished Great Gubal Library (hard) but had Secret of the Ooze active now she is available!

    That was removed a while ago. NPCs don't have time restrictions any more.
