I just had a run with a dragoon who has 7 classes at level 80 but for some reason refused to do any AoE in a level 66 dungeon and the sprout blm was dealing more damage to the bosses despite failing her rotations. I appreciate that at least she is trying. The reason for the dragoon's poor performance I quote "I have a terrible headache^^". Why are you playing if you have a headache which is basically preventing you from playing and ruins the experience for other players? What purpose does the "^^" at the end serve? To indicate that you are trolling your party and happy because you think I can't do anything about it? Like seriously. His behaviour is disruptive and this is against ToS and hopefully, the GM who is going to be investigating the case will deem it as such as well.
Is it allowed to say things like "at the last pull I(gnb) used only Keen Edge and Brutal Shield and still did more DPS than the dragoon" in the report? Can we use the data from the ACT to validate a report and prove our points?

The interesting part that I'd like to know is whether or not such report would backfire & rewards you a trip straight to Mordion Gaol.

Yes, you can file a report, so long as you avoid mentioning the use of ACT and can explain their griefing in other means.
However, in order for them to actually be breaking the rules they either have to be actively hindering the group and admitting to it via an in-game text channel, or they have to be doing next to nothing and be borderline AFK or straight up AFK. You're not likely to see any results unless one of the two criteria are met.
Believe me, if people could face GM punishment for intentionally freestyling or refusing to DPS as healer, or other fundamental stuff that technically isn't against the rules, then the community would probably be a bit better at this game overall. But such is not the case.
Honestly, if the other party members are sandbagging and I'm feeling petty, myself, sometimes I'll stoop to that level too if the others aren't listening. Doing things like spamming a ranged move/going cd-less on a tank or becoming a fencer when playing RDM. Obvious things that technically aren't griefing but are noticeably the wrong way to play your class. And if called out on it just use any similar arguments used against you before. or even better say nothing at all so they have no evidence to use against you.
If everyone else is gonna make the run hell for you, and refuses to improve or at least try to improve, then what's the harm in a little trolling or equal medicine.

It seems as though they are trying to fill the void that TitanMen left. Really wish they'd have left it unfilled.
I don't want to know what makes a person think that everyone with an odd opinion, proposal or question is the same "troll" from another post. Maybe I didn't know that ACT is against ToS. Maybe I downloaded it myself to train on dummies and learn how to deal as much dps as possible. I had read that I shouldn't mention using ACT in chat to bash on someone which is common sense because you shouldn't do that even without ACT. I didn't know it was an illegal 3rd party.
I wouldn't have bothered asking if I was certain of the answer to my question. Precisely to avoid similar responses. Not everyone has time to spend on ffxiv forums. I prefer playing.

To me, this OP has genuine intent. Their heart is in the right place. There are tons of griefers in this game. I really wish more could be done about them, but like someone posted they have to actually admit to it. You can't criticize them either, definitely not call them out, without risking a ban, it seems.

Today I ran into a sam who was acting like they were doing so much damage. They were like yo I hit so hard, I am doing so well.
I wanted to share ACT nope homie you are getting out damaged by a brd and a drk.

If a Tank refuses to CD, like at all, I stop healing.
I had a Tank the other day that pulled and stopped doing everything, on several pulls.
When I confronted him "politely" he said he was eating a Pizza.
I kicked him ^^
Felt good. Don't take bs from strangers
I'm not queue'ing for a dungeon and then after i'm in go walk my dog.
