Is Aoe outside party how it is suppose to work?

I recently came across something that struck me kinda odd. I was in Coerthas today and was crafting a recipe in Camp Riversmeet. Another player was killing sheep in the area and brought it over to camp. I don't think they ment for this to happen or even knew it could happen but the sheep slept them and did some bubble move. It did aoe and knocked me out of crafting position. I took little dmg but my synthesis was botched. I have been trying to craft outside of towns lately due to increase low fps and find that some of the out lying areas are almost always 60fps. Makes my crafting go by alot smoother.

My real question is was that how it was suppose to work? I mean the sheep was no HNM just a regular mob. Can they aoe outside party too? I didn't cure that person and was not in their party. I was under the impression they did not allow MPK in this game at least not on purpose. I really don't think it is that players intent I just want to know if that's really how things work or not. I so far have not been privileged with any AOE outside of party and was not sure.

If that isn't suppose to work like that is SE aware of the problem and intends to fix it?

you should just craft in the city in one of the less populated zones, i craft in the hall of flames on occasion for the same reason(usually only if im using manuals though)

It is the current mechanic. It makes you never want to tick off a raptorskin farmer or he'll lure raptors to tail swipe / foul breath your party.
