Keep:
It is max IL cap level (50/60/70/80) gear for a role that I still have unmaxed jobs for.
It is part of an outfit that I have already put together and can currently wear.
It is part of an outfit that I am putting together and could currently wear if it were done.
It is part of an unfinished relic chain and I cannot obtain a replica until I finish the chain.
It goes in the armoire.
Toss:
Everything else.
"Everything else" is
A) easy to buy
B) easy to farm
C) not for me
D) all of the above.
In re: gear that I would use for leveling, not glamour, the max IL gear for 50,60,70,80 are worth keeping. Leveling gear for between expansion caps is not worth keeping because you can wear the previous cap gear all the way until the next expansion cap.

This is all good advice. Additionally, it's typically safe to toss any gear within the first 3 levels of a given expansion cap. For example, if you have augmented shire gear at level 60, you won't see an item level increase until gear that drops from bardams mettle at level 65. Obviously, this assumes you have your time gear but if you're trying to liquidate some of the armor you've been hoarding, it's a useful rule of thumb.
