The only real problem are the achievments for the 150 deliveries. It takes 88 weeks to get them for all NPCs - that's 1.5 years! And in the meantime they will add even more NPCs for deliveries...

Unless SE increases the number of new delivery NPCs added each expansion from 3 to 8, there is no danger that it will be impossible for new players to get all the 150 delivery achievements. They may not be able to do it in a single expansion but there's no reason why they would need to. The achievements are there to give players things to do over time. They aren't an obstacle to progression.

That's not a problem. Sure, it takes time, but why is that a problem? New NPCs for deliveries will likely be added, but if past history is anything to go by, they will be added at a slower rate than the achievements for the old ones can be finished.
It may take several years to finish all those achievements, but since players typically stick around with the game for several years, and since the achievements aren't actually needed for anything else, this is not a problem.
