My best guess would be that they want to limit the amount of rewards that can be obtained easly - all rewards (scrips, exp, gil - if we want to count that amount...) are obtainable through other means, that involve more effort and ressources spend (while weekly deliviers are extremly easy and quickly finished).
So if they increas the amount of weekly deliviers, they would most likely also decrease the reward to reflect that.
As we are getting more and more custom deliveries, they should totally increase the cap to at least 18 now
Yeah. Put a weekly cap on the number of scrips and exp you can earn from them if that's the issue, but let us do the turn ins for everyone every week. Anyone coming in now will basically NEVER catch up on the achievements and such. (see also, Beast Tribe allowances.)
Never? You can easily get all the achievements for any one of the Custom Deliveries in far less time than the time between adding new Custom deliveries.Yeah. So if you just make sure to do all your custom deliveries each week you will have no problem catching up with all the achievements for them. It just takes a bit of time.
(Same with beast tribes. Maxing out reputation with all of them isn't hard at all, it just takes time.)
Unfortunately, even crafter materia is pretty worthless on the market now. A few thousand at most for a VII materia and under 10k for a VIII. There's just so much already out there from armor bonding. Everything else from scrips is pretty low yield too. I'm just saying that supply and demand has already been swung by high supply on the market, at least 6 more weekly deliveries isn't gonna hurt that much.

I doubt it's the scrip items that make it to the MB that SE is worried about. It's the non-tradeable rewards that SE wants to limit to increase content longevity.
The only real problem are the achievments for the 150 deliveries. It takes 88 weeks to get them for all NPCs - that's 1.5 years! And in the meantime they will add even more NPCs for deliveries...
Unless SE increases the number of new delivery NPCs added each expansion from 3 to 8, there is no danger that it will be impossible for new players to get all the 150 delivery achievements. They may not be able to do it in a single expansion but there's no reason why they would need to. The achievements are there to give players things to do over time. They aren't an obstacle to progression.
