How to Obtain a Spearfishing Rig?

Googling this yielded basically nothing, except that you can purchase one from one of several vendors, which is no longer possible with gil. (I visited around six of them and none offered a spearfishing gig. And since there are two for sale on my (Goblin) MB for 55k gil, I know someone can get them somehow.

I presume you need to gain faction with one of the tribes and that you then can exchange some item you get from that Tribe in order to buy one.

Is this correct? And which tribe is it that allows you to buy one?

You get your 3 rigs when you unlock spearfishing.
You can't get different ones, and you can't use up / lose the 3 you're given.

As I understand it you used to be able to get some other ones, but their use has since been removed even if the items themselves haven't.
