Seriously, though. A lottery just means the person with 8-64 alt characters who all lead FCs gets 8-64 times the entries that a player seeking a personal house does.

The mention that it was something they will consider was rather disheartening. It means they have no intention of addressing the supply issue in a meaningful way.

Hopefully they aren't assuming that adding the Oceania data center is going to fix the supply issue.

I'm hoping they simply meant that they have no intention of considering a lotto in a meaningful way. I don't want a lotto so I'm fine with that lol.
But yeah... hopefully they'll be asked about housing some in the Q&A.
