They aren't going to displace them. The current ward will continue to be a Firmament ward and not really part of the housing wards themselves. I suspect it won't even be part of the housing map when you have to select which ward you wish to access.

The current ward serves to house refugees and former Brume residents. I really doubt they'd remove it because there's several different pieces of content tied to the NPC ward: custom deliveries, a quest chain, fetes, diadem, and ishgard restoration crafting.
World might burn. Heaven might fall. Candy abides.
SE already stated that the player housing will be separate from the Firmament and have some slight differences.

They clearly can't keep Firmament as it is, and make it a Housing Ward as well. I mean, that's pretty obvious.
Again, there are Custom Deliveries, DoH turn-ins, Kupo of Fortune, Diadem access and redemption. Fetes may be taken out at some point, probably. I expect them to be gone with EW and the rewards made available via Scrips.
Not to mention all the sidequests and stuff that are required to unlock stuff in the Firmament to start with.
They aren't taking all of that out. Current Firmament will remain as it is. And just get a Ward Teleport to the 24 (or more) Wards, that are simple housing plots.

There are a LOT of houses there though. If NPCs move in I wonder if we'll be able to enter any.

I'm not expecting it to remain after Ishgardian housing goes live until I see an official source say otherwise. They clearly can't keep Firmament as it is, and make it a Housing Ward as well. I mean, that's pretty obvious.

Was part of the Announcement Showcase back in February when they announced Ishgard housing would be released in 6.1. I'll try to find the direct quote and timestamp from a VOD.

Koji's translation of YoshiP's comment is at 1:32:12
If you want to listen to the full comments made during the showcase regarding Ishgard housing, they started about 1:29:50.
NPCs are already moved in. We still can't enter.
The one that has me disappointed the most is the building that's home to Ishgard's Adventurer's Guild. I can see not having the doors to the private residences and orphanage open but surely as the most famous adventurer in Eorzea we should have been able to enter the guild building.
It's going to remain because it's crafting and gathering leveling content with rewards not available elsewhere. I wouldn't expect any changes to it other than maybe adding in a few new rewards for scrip and the fetes. I doubt the Artisanal/Expert content will be removed as much as some players will hate how easy it would be complete at least the crafting achievements once we're level 90 (the gathering achievements would still be a massive time sink).

I'm sure this has been suggested a million times but in the off chance it hasn't, what if instanced housing was created for FCs only. The whole "neighborhood" idea is nice but i feel like it's not needed when you have an established community like an FC. The size of the house could correspond either to the size of the FC or the FC could spend gil and/or other resources to make it larger over time. The latter also being good for smaller FCs who want a large plot with apartments for their members. This could also sort of fix the shell FC issue as if you want to create a shell FC to create you're own instanced house it's not effecting the community at all. The FCs that already have a house would be given (X) amount of time to relinquish their plot for a full refund (as well as members who purchased a room) so they could create their new instanced house.
I'm sure there will be server issues to deal with but it sounds like they might have to expand their server capabilities anyway if they are going to tackle the housing issue as a whole. Plus they might be half way there with the new island sanctuaries. This would also keep Yoshi's original concept of a neighborhood as all current housing would be personal plots. I would think this would free up a significant amount of plots in the short term while SE expands their capability to create more wards or whatever their plan is to increase supply long term.
