I knew try join party finder. But, every players put "duty complete"

Most people use PF for EX fights, probably why it's such a long wait for DF. If you haven't completed it yet and are still learning and no PFs are up like that right now, you can try setting your own up and just put learning part in the description. Lots of ppl will often join those that need it and oftentimes people who already know the fight will join just to help out.
No one uses the Duty Finder to enter ex trials or savage raids, so the queues are infinite. You need to use party finder. If not party allows you to enter, then you can start one. PF for non-current content requires patience.
If you are looking for a practice/clear party for ShB EX, make your own up and state where you are at (like "I'm new to the fight but have watched a video, need practice").
Definitely throw up a PF with "Learning" in it. Especially for the older ShB ex trials like Dancing Plague, people love those easy WT rerolls, and the material/dragon is enticing enough.
Make a new one by Recruiting for it. Click the [Practice] checkbox. That let's people know there will be a lot of deaths and probably no clear.
When you feel you've practiced it enough and are ready push through to the clear, put [Duty Completion].
When you want to farm it, you put [Duty Complete] like everyone else obviously is.
Why would anyone DF any EX? DF is for normal content where screening players and party control isnt necessary. If you can't find a party finder without duty complete, make your own. Duty complete is for farms, not first time clears.
Because they are ultimately the very same players who join regardless of using DF or PF. They are not magically replacing the bad players when you use PF.
And one advantage of the DF is the penalty for leaving. So people stick longer around and don't leave after just one or two wipes. Sometimes you spend more time in PF for replacing people than actually inside the fight and learning >.>
And screening players and party control? Hu? Don't think that is necessary for an ex trial. And I don't see that happening in PF, besides from locking out wich job is the black sheep of the month maybe.
Some of the people who would queue for Duty Finder would never use Party Finder. It does actually result in better and more prepared people joining. When Duty Finder was popular, it was normal for a tank to not know what a tank swap was, whereas they are far more likely to know that before joining Party Finder, especially when parties usually ask them to watch a guide in the description.
That's not to say they are as prepared as they could be. They usually don't wear as good gear as they could which makes it unnecessarily painful. They will reach the bare minimum item level and some of them didn't buy any food.
