Being able to visit a vast city would be really cool but I don't think that it'd be performance friendly. Suramar and Boralus from WoW were incredibly performance intensive. The only way I think they could do it is if the vast city was just a backdrop in the small playable areas. It could be done either with how WoW did Argus, with the vast city being a matte painting, but that works for WoW's artstyle, don't think it'd work well with FFXIV. Or you could do how Trails of Cold Steel did the capital city of Heimdallr, where there was a main street and you could rows and rows of buildings going on for miles, but there were invisible walls preventing you from going down the street, and in some areas you could go on top of a hill and overlook the vast city, but you couldn't actually go down into the entire city.
I half suspect that Garlemald (5.4 MSQ)
was nuked offscreen for this reason; in lore it has been hyped up as this huge metropolis but I don't think there'd be a way to actually deliver on it ingame without doing the backdrop thing.
