Don't think there's any gear exactly like that... but you could always try the 2B pants though, most skimpy glams I see nowadays love to use that panties+tights combo.

Other common pieces for skimpy glams are the hempen pantalettes (varies by race), Viera racial pants, bridesmaid tights, and the various lvl 1 swimwear glams. Some of the WHM AF pants are also good for this, such as the lv50 ones. None of these are quite like Gardua's, though.
