Reminds me of that interview where someone asked about highlander eyebrows and Yoshi P joked that they "don't have the technology" to do it.

So, they can absolutely give highlanders highbrows but it will be chalked up to some excuse as to why not
It could be something where they have to actually design new faces like they did with the 1 face on midlanders to give them stubble
I'm not defending the xiv team by saying that either, it just seems to be more plausible
