There should be a sticky on the forums that reads: This tagline is the equivalent of a "To whom it may concern" and it will never supersede a company's-ours included-Terms of Agreement.
And profanity filter has never stopped a GM from dropping a banhammer where the situation demanded it.

The ESRB doesn't lay down the law on what is and isn't allowed, it's just content warning, however the ToS do lay down the rules, and online interactions cannot be rated because the ESRB and SE have no control over what a person can type. If something written is ToS breaking, it is still reportable despite being unrated because the rules have been broken.
The profanity filter is here to protect those who don't want to see swear words, not people who want to curse.
