There should be a sticky on the forums that reads: This tagline is the equivalent of a "To whom it may concern" and it will never supersede a company's-ours included-Terms of Agreement.

And profanity filter has never stopped a GM from dropping a banhammer where the situation demanded it.

"Online interactions cannot be rated by the ESRB" does not give a player a license to discuss or perform unseemly and inappropriate actions within public or private channels. It is simply a way for SE to cover itself if these ToS violations sprawl out into something more serious.

Yep. SE has shown time and again they they will not tolerate inappropriate chats/behaviors if reported in most cases. They seem to be cracking down especially hard lately though. Good for them. I'm probably weird but I've enjoyed seeing SE laying down the law. The down side is I'm running out of popcorn.

I’ll send you some! I bought in bulk a few months back and have yet to even make a dent...

On Cerberus, at least, the Novice Network is pretty civil. If people speak up and ask for help, they receive it - be it a question being answered or people joining their party to run them through a duty. There is some off-topic chatter from time to time, but it's the friendly sort that isn't obscene. So it's definitely possible for the right balance to be struck.

The ESRB doesn't lay down the law on what is and isn't allowed, it's just content warning, however the ToS do lay down the rules, and online interactions cannot be rated because the ESRB and SE have no control over what a person can type. If something written is ToS breaking, it is still reportable despite being unrated because the rules have been broken.
The profanity filter is here to protect those who don't want to see swear words, not people who want to curse.

Outside of my initial sarcasm I see no reason to do anything different, the current state of FF already discourages people from interacting baseline due to people being easily offended, or in many cases abusing the GM system and mass reporting players and said players being banned for 10 days or more.

That being said the NN hasn't been (at least from my experience) very helpful since the early says of FF, most sprouts dont use/ask very basic questions resolveable with a google search, it seems at times most do just google search the answers to their questions. If anything being talked about in the NN is actively offensive, report it, actively *too much* for the chat report it (and some people can be over sensitive to a joke or something that isnt that big of a deal but I digress)

And can we fix the NN, in another post someone said GMs should be more active, with the amount of people playing, supposedly 20 million, no GMs literally can't be more active. This is relevent because unless a GM is constantly monitoring the NN no, we can't make a chat where its always on topic, and always sprouts asking questions.

No MMO, no forum, no game, will ever have a system like that, that stays on topic, or maintains is primary function, unless its heavily monitored constantly. People will always just talk when bored, and ultimately from my attempts with trying to deal with it, many GMs will tell you to also just block people, they're not always gonne revoke a mentor or give someone a warning just because you dont like how the NN is being used.

If the GMs I've dealt with say just block people, then its not that big of a deal imo

Interestingly I have played a few games with a heat system in global chat. You can get in a few lines, but then the delay grows longer and longer. A bit like Discord slow mode, I guess, but with full speed at the start.

"Bored-type chats" don't last very long before the person can no longer talk. And the spammers are voiceless in a few seconds.

That sounds like some eerie feature of a heavily free to play game tbh.

I know WoW has a timer between chats but it is not long enough to curb general chat?
